Yes. Sky Addons for Elementor has a WhatsApp Button widget that builds a standard wa.me link, so tapping it opens WhatsApp with your number already loaded. It works on free Elementor, needs no WhatsApp Business API account, and there is nothing to connect or authorise.

Yes. Switch on click tracking and Sky Addons for Elementor fires an event with a name you choose to Google Tag Manager, GA4 and the Meta pixel — whichever of them is already loaded on the page. Nothing is installed for you, so a site with none of the three simply sends nothing.
The title, greeting message, chat button wording, an optional tooltip and a typing indicator are all panel controls, with separate style sections for the button, the popup and the tooltip.
